TARGET GROUP
The course primarily addresses experts selected or nominated for missions in Afghanistan, however also experts looking to apply for a mission in Afghanistan in the near future can be considered.
COURSE VENUE
The course venues are located in Kuopio, Finland. The PD course is an intensive training and does not allow for other commitments during the course. Additionally, selected course participants must complete pre-course tasks with an estimated workload of 15 hours.
COURSE CONTENT
The course consists of four elements
- The first day looks at the context and environment. Topics such as cultural awareness and conflict dynamics in Afghanistan will be discussed. The soft skills needed in many civilian crisis management missions, namely monitoring, mentoring and advising, will be introduced.
- The second day will look at the present day Afghanistan, the political context as well as the human rights and gender issues, and address the coordination and coherence of the international community and the role of EUPOL Afghanistan therein. Also the security sector reform in Afghanistan will be addressed.
- During the third day, various missions and mandates of international organisations in Afghanistan will be introduced, including UNAMA and ISAF, while the EUPOL Afghanistan and EU civilian crisis management structures will be discussed in more detail. In particular, work in the justice and police sectors will be discussed. Moreover, the most common physical and psychological health issues relevant for personnel in international peace missions will be discussed.
- The last day of the course looks at the security issues in the field and deals with the code of conduct.
