Pre-Deployment Course Horn of Africa

This intensive 3,5-day pre-deployment training course is designed for experts being deployed to the Horn of Africa region. The course is open to experts from institutions working in the area of civilian crisis management in the region.

The overall objective of this pre-deployment training is to create a common understanding of the assignment among all participants and prepare their deployment to the HoA region. While the training will put a great emphasis on Somalia, it will also cover issues related to Djibouti, Kenya and Sychelles. Accordingly, the training will cover the region’s cultural, societal and political context, regional and international actors involved in crisis management in the area of maritime security, the fight against piracy and the rule of law. The course will specifically address the EU CSDP mission building up phase in the region and also orientate on EU crisis management concepts and structures as well as strategic and operational challenges of the mission in the field.

At the end of the course all participants will have a common understanding of the EU’s policy strategy in the region, the current state of play, the importance of coordination with the IC and local actors, the mission’s mandate and a specific understanding of each their tasks and responsibilities.

The course is made up of the following four modules:

  • Introductions and state of play Horn of Africa
  • Actors in the Region and strategic challenges for EU Civilian Crisis Management
  • Operating in the Theatre
  • Practical exercises

By focusing on the challenges and realities of the mission build up, the course aims to equip the participants with the essential tools, knowledge and information necessary to implement the mission’s mandate to enable them to operate smoothly in the several areas of assignment.
