Pre-Deployment Ukraine

The 4-day intensive pre-deployment training course is offered by the International Training Programme for Conflict Management (ITPCM) of the Scuola Superiore Sant’Anna in cooperation with the Crisis Management Centre Finland (CMC Finland).

The ITPCM is a post-graduate programme established in 1995 with the aim of creating a structure able to respond to the training needs of personnel involved in international field missions. In the last 15 years, more than 6500 professionals graduated from its training courses.

CMC Finland, located in Kuopio, is a governmental institution and a centre of expertise in civilian crisis management. The main tasks of CMC Finland are to train and recruit experts for international civilian crisis management and peacebuilding missions as well as conduct research focusing on civilian crisis management.

This intensive pre-deployment training course is addressed to experts selected to be deployed within missions conducted by the EU, OSCE or other international organizations in Ukraine. It precisely aims at fostering a common level of knowledge and at creating similar expectations among mission members, which in turn facilitates integration and coherence of the mission. This will be achieved specifically by building a common understanding among future mission members of Ukraine’s history and distinctive political and cultural features; of the international presence in Ukraine; and of a set of practical field related issues.

In particular, the course is structured around 4 modules.

Module 1 - Context setting: Ukraine’s history and distinctive legal, political and cultural features.

Module 2 - International and EU presence in Ukraine: background, key actors and coordination mechanisms.

Module 3 - Main challenges of operating in Ukraine for international missions and their personnel.

Module 4 - Practical issues related to field activities (e.g. code of conduct, watch-keeping capability, risk assessment and duty of care).

By focusing on mission-specific and function-specific issues, the course aims at equipping trainees with the essential knowledge and information necessary to be active mission and team members and to operate smoothly in the respective area of assignment.

It aims at fostering a common knowledge about Ukraine among participants and at providing participants with specific knowledge for their specific mission in order to operationalize and adapt their expertise to the conditions of the theater of operations and the mission environment, including the activities carried out by other international organizations. It has been conceived so as to bring together participants from different international organizations working in Ukraine, such as the OSCE and the EU, with a view to building a mutual understanding of their respective activities and foreseeing a better cooperation on the ground.

The training course will start on Monday, 22 September 2014, at 08:15 with the registration of the participants and will finish on Thursday, 25 September 2014, around 11:30 am. Classes will normally be held from 9:00 to 18:00 in the venue of the Scuola Superiore Sant’Anna in Pisa, Italy (www.sssup.it).
