This course is meant to offer a comprehensive overview of the rule of law aspects of civilian crisis management missions and to deepen the participants' understanding of such matters and their importance in the context of war-torn societies. The course lectures will shed light on the different challenges associated with rule of law in societies affected by violent conflict, such as predictability of the law and equality before the law, reform of judicial institutions, ethics and the role of the police in rule of law enforcement. Each lecture is intended to clarify a particular aspect of this field while acknowledging the practical interaction between them. In particular, a focus is given to:

  • Introduction to the concept of Rule of Law;
  • International cooperation in the field of crisis management (including CIMIC);
  • The role of the judiciary and transformation of dysfunctional judicial systems;
  • Core ethics principles;
  • Risk assessment in an international context;
  • Monitoring, mentoring and advising components;
  • The role of the police in RoL enforcement.

Prospective participants should have already completed a core course in civilian crisis management. The Rule of Law course is designed to build on the already existing theoretical background acquired in core courses.

 Target group

Civilian experts with professional experience required for deployments to international civilian crisis management-type missions in third countries with a particular focus on experts selected or pre-selected for deployment for the first or second time or field mission personnel.

Registration fee

This course is free of charge. Accommodation and board will be covered by ENTRi. Course participants will be responsible for covering their own travel to the course venue.

Please note that while ENTRi courses are primarily geared toward civilian personnel working in international crisis management missions, police and military candidates are welcome to apply. Please note that course participants from the military are required to cover their own expenses during the course, including accomodation, board, and travel costs.
